For over 25 years, John Lamberski has advised electric utility companies in a wide variety of complex transactional matters. His expertise centers on the generation of electric energy from facilities of all fuel sources, including natural gas, coal and nuclear, as well as renewable resource facilities. The breadth of John’s transactional expertise includes the engineering, procurement and construction of generating facilities, the purchase and sale of generating assets, the purchase and sale of capacity, energy and ancillary services, the development and implementation of requests for proposals for each of the foregoing, operation and maintenance agreements, co-ownership arrangements, long term service agreements and other transactions. In July of 2009, after 22 years of practice with the international law firm of Troutman Sanders LLP, John joined several of his former project development and finance partners from Troutman Sanders in the formation of a new paradigm energy boutique law firm.   • Counsel to Wisconsin Electric Power Company in connection with the sale of its minority ownership interest in the Edgewater Unit 5 coal-fired generating plant
  • Counsel to Dominion Resources Services, Inc. with respect to its 2009 request for proposals (RFP) for a turnkey engineering, procurement and construction (EPC) agreement for Dominion Virginia Power’s proposed North Anna 3 Nuclear Power Station, including the development of a pro forma EPC agreement
  • Counsel to Georgia Power Company in the negotiation of a turnkey EPC agreement to add two new AP1000 nuclear power generating units to the existing Plant Vogtle site in Waynesboro, Georgia
  • Counsel to Wisconsin Electric Power Company regarding the sale of the Point Beach Nuclear Power Plant and the negotiation of a long term power purchase agreement (PPA) with the new plant owner
  • Counsel to Southern Power Company in the negotiation of numerous PPAs for the sale of capacity, energy and ancillary services from Southern Power’s fleet of electric generation plants

  • Counsel to Southern Power Company respecting the joint development with the Orlando Utilities Commission (OUC) of a nominal 280 MW integrated gasification combined cycle generating facility to be located at the Stanton Energy Center in Orange County, Florida, including the negotiation and preparation of agreements for construction, co-ownership, operation, support services and the purchase and sale of gasification island capacity
  • Counsel to Southern Power Company in connection with the 2005 acquisition of Oleander Power Project, L.P., owner of a nominal 680 MW simple-cycle combustion turbine facility in Brevard County, Florida
  • Counsel to Georgia Power Company and Savannah Electric and Power Company with respect to the 2009 RFP process to acquire new supply-side capacity and energy resources, including the preparation and negotiation of power purchase agreements
  • Counsel to Southern Power Company respecting the joint development with co-owners of a nominal 633 MW dual fuel combined cycle generating facility that began commercial operation in 2003 at the OUC’s Stanton Energy Center in Orange County, Florida, including the negotiation and preparation of construction, co-ownership, operating, support services and power purchase agreements
  • Counsel to major U.S. energy industry clients with respect to the Long Term Service Agreements (LTSAs) for domestic and international simple-cycle and combined-cycle combustion turbine facilities

  • Counsel to Illinois Power Company in connection with the sale of the Clinton Nuclear Power Station, negotiation of the definitive asset purchase agreement and advice concerning U.S. Nuclear Regulatory Commission approval to transfer the operating license
  • Counsel to major U.S. energy companies in connection with the potential acquisition of commercial electric generating plant assets of all fuel types, including gas, coal and nuclear, as well as renewable energy assets
